Viele der in Neu-Ulm stationierten Soldaten waren, ebenso wie die deutsche Bevölkerung, vom Krieg traumatisiert. Was heute mit einer posttraumatischen Belastungsstörung diagnostiziert wird, äußerte sich u.a. in starkem Alkohol- und Drogenkonsum.
Dies machte eine Anlaufstelle für die betroffenen Soldaten notwendig. Im Drug and Alcohol Assistance Center im Wiley behandelte man unter medizinischer Aufsicht die Betroffenen.

Many of the troops stationed in Neu-Ulm were traumatised by war, as were many of the German population. What is now diagnosed as post-traumatic stress disorder found expression in alcohol and drug abuse. This made it necessary to provide a facility to help those soldiers affected, who were treated under medical supervision in the Drug and Alcohol Assistance Center.
