Um die Lebensqualität für die Neu-Ulmer US-Garnison zu verbessern und damit unter anderem sozialen Problemen sowie dem Mangel an Personal aus den USA (dort wurde die allgemeine Wehrpflicht 1973 abgeschafft) entgegen zu wirken wurde ab ca. 1988 damit begonnen, den Stützpunkt neu zu planen.

Eine Analyse der Areale führte zu einem ausgearbeiteten Design-Guide, der im Rahmen eines „Army Communities of Excellence Program (ACOE)“ eine höhere Gestaltungsqualität brachte. Unter anderem sollte das Umfeld des heute noch existierenden Wiley Clubs sowie des damals benachbarten Arts and Crafts Gebäudes durch Begrünung, größere Terassen und die Errichtung eines Brunnens aufgewertet werden.


To improve the quality of life in the US-Garrison in Neu-Ulm, and to address social problems and the shortage of personnel from the USA (where general conscription was abolished in 1973) redesign of the base was begun in 1988. An analysis of the site led to the development of a Design-Guide within the scope of an “Army Communities of Excellence Program (ACOE)”, which resulted in a better quality of design. Among other thing, the area around the Wiley Club (which still exists today) and the then adjacent Arts and Crafts building were to be upgraded with green spaces, larger terraces and the construction of a fountain.
