Gezielt entwickelte man ab Juni 1983 den Plan einer Menschenkette um gegen die geplante Stationierung von Pershing-II-Raketen zu protestieren (Pershing-I-Raketen waren bereits hier stationiert) .
Sie sollte sich vom Neu-Ulmer Wiley bis hin zum United States European Command in Stuttgart/Vaihingen (EUCOM) erstrecken. Das 15-köpfige Planungsbüro sah sich mit der Herausforderung konfrontiert, diese logistische Leistung zu koordinieren.

To protest against the planned stationing of Pershing-II-missiles (Pershing-I-missiles were already stationed here) a plan was developed from June 1983 to form a human chain stretching from Wiley Barracks in Neu-Ulm all the way to the United States European Command in Stuttgart/Vaihingen (EUCOM). The 15-strong planning team was confronted with the challenge of coordinating the enormous logistics of this event.
